Mid-Level Scientist - ARPA-H

Job Position Description: 

 

SoKat is seeking a Mid-Level Scientist for ARPA-H. Please Note: This position is contingent upon contract award. 

 

The Advanced Research Projects Agency for Health (ARPA-H) is a new agency within the Department of Health and Human Services (HHS) focused on accelerating breakthroughs in health. ARPA-H operates with a high degree of flexibility and agility to support high-risk, high-reward research programs that have the potential to transform human health. The Business Financial Manager (BFM) plays a critical role in supporting ARPA-H's mission by providing comprehensive financial and administrative support to Program Managers (PMs) and the broader agency. In this role, you will be responsible for building and managing program budgets and justifications, financial tracking and analysis, supporting solicitation and acquisition materials, and overall tracking and coordination of funding forecasts-to-actuals.

Minimum Qualifications:

  • Ph.D. in Biological Sciences, Pathology/Molecular Biology or Biochemistry/Virology,  Pharmaceutical Sciences, Biophysics, Biology, Microbiology or Immunology.

  • Experienced planning and developing complex R&D projects of a research and development nature

  • Skilled in conceiving, planning, and conducting research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques

  • Demonstrated ability to independently conduct appropriate analyses designed to offer recommendations, solutions, and alternatives to resolve R&D issues, concerns, problems, or methods

  • Demonstrated experience in advanced techniques, theories, precepts, and practices required in the field/disciplines to which you are providing expertise

  • Experience with testing and diagnostics in the technical and regulatory space

  • Experience manufacturing and achieving scale; logistics; and establishing partnerships

  • Experience with the healthcare system and how it works from a payer perspective and a distribution standpoint

  • U.S. Citizen/Permanent Resident and able to obtain a Public Trust Clearance

  • Minimum work experience for each role:

  • For biotechnology and/or cybersecurity, data analytics, biomechanical, biochemical, cell and gene therapy/genetic engineering, or cancer biology experience: 6 years

  • For expertise in biomaterials, tissue engineering, or medical devices experience: 11 years

  • For biology or biomedical engineering experience: 12 years

  • For computational chemistry, protein design modeling, infectious diseases, or immunology experience: 7 years

  • For genomics, protein chemistry, physical biochemistry, or drug discovery, as well as Immunology with synthetic biology experience: 10 years

Responsibilities:

 

  • The role is to provide technical support to an ARPA-H Program Manager by serving as scientific and technical advisors for cutting-edge research projects

  • Support program managers in the development of new research programs, methods, concepts, and operational processes

  • Support ARPA-H scientists utilizing your field(s) of expertise, knowledge of emerging technologies in this field(s), and your abilities to analyze and solve problems

  • Provide strategic assessments of methods and technologies related to the development of technologies and devices

  • Collaborate with a diverse team of scientists, engineers, and clinicians to translate research discoveries into real-world applications

  • Prepare briefings and other documents to include strategic messaging in support of an ARPA-H Program Manager and the transformative programs being supported
