Science & Technology Advisor - ARPA-H

Job Position Description: 

 

SoKat is seeking a Science & Technology Advisor for ARPA-H. Please Note: This position is contingent upon contract award. 

 

The Advanced Research Projects Agency for Health (ARPA-H) is a new agency within the Department of Health and Human Services (HHS) focused on accelerating breakthroughs in health. ARPA-H operates with a high degree of flexibility and agility to support high-risk, high-reward research programs that have the potential to transform human health. The Business Financial Manager (BFM) plays a critical role in supporting ARPA-H's mission by providing comprehensive financial and administrative support to Program Managers (PMs) and the broader agency. In this role, you will be responsible for building and managing program budgets and justifications, financial tracking and analysis, supporting solicitation and acquisition materials, and overall tracking and coordination of funding forecasts-to-actuals.

Minimum Qualifications:

  • Experience in process development and refinement, monitoring and evaluating program efforts, developing briefing material, communicating program goals and results to a broad audience

  • Experience establishing a positive organizational culture

  • DARPA program expertise highly desirable.

  • Excellent judgment relating to the potential social and political implications of health-related activities

  • Ability to manage and prioritize multiple work streams and responsibilities, set and meet demanding deadlines and display patience and diplomacy when working under pressure

  • Display a high level of energy, stamina and drive and a passion for continued learning and improvement

  • Thorough knowledge of grammar, punctuation, and ability to write clearly and succinctly is necessary

  • U.S. Citizen/Permanent Resident and able to obtain a Public Trust Clearance

Responsibilities:

  • Prepare briefings, reports, and other documents to include strategic messaging in support of an ARPA-H Program Manager and the transformative programs being supported

  • Apply your strong technical writing ability and oral presentation skills to translate scientific and technical knowledge and concepts into succinct deliverables that can be communicated and understood by a diverse group of stakeholders

  • Analyze, interpret, and translate ideas and issues into easily understood, clear and concise statements

  • Conduct independent research, analyze data, and write reports as required

  • Collaborate effectively with scientists, engineers, and other specialists from diverse backgrounds to elicit content for presentations and other reports

  • Act as a technical writing functional expert in support of the ARPA-H Program Manager and other support personnel
